General Summary:

Under the general supervision of the Vice President-Human Resources, plans, organizes and directs the functions and activities of Employee Health and Safety (EHS) Services.  Coordinates nursing care, health service, health education and guidance for System employees through a comprehensive program that includes first aid, care and assistance to employees who become ill or who are injured at work.  Provides oversight to Workers’ Compensation Program and Safety Prevention Program for system.

Duties and Responsibilities:

The following are essential job accountabilities:

   1   Responsible for planning, organizing and advancing the operations for occupational health, wellness and safety initiatives for the System. Oversees the operations of services at multiple locations. 

   2   Develops and prepares a comprehensive employee health program that includes health history, physical exam and required tests and x-rays for new employees; appropriate medical surveillance program; report and care of on-duty work-related injuries and hazardous exposures; report and care of employees who become ill while on duty.  Maintains policies for occupational health and safety following current standards.

   3   Directs Safety Specialists to foster employee accident and illness prevention strategies, including but not limited to safe patient handling, ergonomics, chemical safety, and hazard reduction. 

  4   Responsible for OSHA inquires, correspondences, and on site visits system wide.  Participates in accident investigation and addresses employee safety concerns.  Actively participates in multi-departmental task forces to champion safety ideas.

   5   Ensures compliance with mandatory employee immunization/TB/Cytotoxic drug screening programs.  Responds to inquiries from Department of Health, the Joint Commission and other regulatory bodies.

   6   Supervises maintenance of employee health records and appropriate injury and illness records.  Directs team to ensure appropriate compliance with OSHA recordkeeping and prepares for random audits by Labor and Industry.

   7   Active member and/or leader of entity and System wide Employee Safety Committees and related subcommittees.  Participates on facility specific Environment of Care meetings, as appropriate in conjunction with Safety Specialists.

   8   Provides oversight of the Workers’ Compensation program, including case management decisions, operations with Third Party Administrator, and ensures completion of annual reporting requirements.  Cultivates relationships with Panel Providers.

   9   Engages in data analysis to identify opportunities for improvement, dashboards assessment and lean methodologies.  Identifies and implements major information systems such as the electronic health record for EHS services to ensure an efficient work flow and advance communication across all sites.

10   Partners with HR Leaders and Well Advised in Leave of Absence management issues.  Engages employees and appropriate leaders in interactive process for ADA compliance.

 

The following are common expectations:

11   Recommends staffing levels, selects and assigns staff, evaluates performance, evaluates/tests competencies (as applicable), provides orientation, training and continuing education of staff, and initiates or makes recommendations for personnel actions.

12   Coordinates and integrates services within the department/service line/entity, with other departments/service lines/entities, and with the System's primary functions.  Participates in the selection of outside services (if needed).

13   Continuously assesses and improves the department/service line/entity/System's performance.  Maintains appropriate quality control/assessment programs (if applicable).

14   Develops, establishes and implements goals, objectives, and policies and procedures for department/service line/entity operation, and which guide and support the provision of the department/service line/entity's services.

15   Develops budget(s) for the department/unit/entity and allocates funds within budget(s) to accomplish objectives. 

       Monitors variance against budget(s).

16   Demonstrates knowledge of the principles of growth and development over the life span of the assigned patient population.  Assesses and interprets patient age specific data and provides appropriate, age specific treatment.  Provides direct patient care to assigned patient age group(s).

17   Demonstrates a commitment to patient, visitor and staff by: complying with all applicable safety regulations; learning the impact of medical errors and methodology that will lead to reduction of errors; reporting actual and potential errors, as well as hazardous conditions; identifying opportunities to standardize processes and "error proof" systems that will lead to increased safety; and participating in safety education programs and root cause analyses as required.

18   Provides outstanding service to all customers; fosters teamwork; and practices fiscal responsibility through improvement and innovation.

19   Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in field of expertise.

20   Participates in committee meetings as required.  Attends and serves on professional/civic service organizations as System representative.

The following are nonessential job accountabilities for ADA purposes:

21   Recommends sufficient space and other resources required by the department/service line/entity.

       Performs other related duties as identified.

Qualifications:

  Minimum Experience            3 - 5 years

                                              

  Req Cert/Registration           Registration and license as a licensed healthcare professional in PA (RN minimum); COHN-S or similar safety certification; CPR certification

  Physical Demands                Frequent prolonged standing/walking

                                             Intermittent exertion when performing treatments

  Working Conditions             May be exposed to infections and contagious diseases

  Management Experience       Supervisory experience required

  Skills/Other                         Proficient in Word, Excel and PowerPoint.  Excellent communication skills and presentation skills.  Pennsylvania Workers’ Compensation law knowledge is a plus.
